His appointment was officially announced by the Chair of the Health Ministers’ Conference (HMC) during the 74th HMC gathering, marking a historic moment for regional health leadership.

Dr. Kapologwe is a respected leader in health systems, public health, and policy innovation. His academic and professional journey demonstrates a deep commitment to improving health outcomes and advancing evidence-based reforms. Key highlights of his career include:
- PhD in Public Health, with groundbreaking research on Direct Health Facility Financing (DHFF) and its impact on maternal and child health services.
- Director of Health, Social Welfare & Nutrition Services at PORALG (2017–2024), where he spearheaded transformative reforms in service delivery.
- Regional Medical Officer and District Medical Officer, leading on-the-ground strategies to strengthen health systems at both local and national levels.
- Over 70 peer-reviewed publications in areas of health financing, public health, and service delivery improvement.
As Director General of ECSA-HC, Dr. Kapologwe is poised to lead the organization into a new era of collaboration and progress. His leadership will be pivotal in driving the 10-Year Strategic Plan (2024–2034), with a strong focus on:
